San Diego Gas & Electric vs. Sellers of Energy and Ancillary Services
Mike Harris submitted testimony before the Federal Energy Regulatory Commission (FERC) on behalf of the California Parties (including three of the state’s major utilities, the state public utilities commission and the state attorney general’s office). Dr. Harris’ testimony addressed the validity of natural gas price indices in light of evidence that they were subject to manipulation. These indices were key inputs to the electricity pricing framework imposed by the FERC following its finding that the prices in California’s newly deregulated electricity market were not reflective of competitive market forces and thus, unjust and unreasonable.
