Jeff Merola and Guy Sharfman presented testimony on behalf of a coalition of energy companies and an association of manufacturers before the Public Utilities Commission of Ohio (PUCO) on the market impact of a rate stabilization plan proposed by First Energy Corporation. Their testimony analyzed the impact the proposed plan would exert on regional energy markets. They also provided the PUCO with alternative options to the proposed plan. These options included one plan that consisted of a provider of last resort rate design with an embedded competitive bid option and another plan comprised of a market-based standard offer service option, as well as a competitive bid process option.
